The Big Cottonwood Water Treatment Plant is in Cottonwood Heights. It's owned and run by Salt Lake City Public Utilities and supplies 40% of the drinking water in that department's regional service area, which includes Cottonwood Heights.
Salt Lake City's 2026 water quality report lists water from the Big Cottonwood plant at about 8 grains per gallon of hardness. That's hard, not soft. Wells in the same system run harder still, so what reaches your tap depends on the blend.
